What building? You can have 20 points worth of starships right away at the beginning of turn 1. NO construction needed. Construction of starships or stations only starts in turn 2. Which has even begun, in the first place. And I've just realised that you've got 4 more points to spend too, since you've got 3 battleships and 4 frigates on hand only. That's 4 x 3 + 4 = 16. Ok, I've sent the mods my combat orders. We're almost done, we just need:
Mjolnir, we need your empire name and the ships in Caprica (there should be 10 pts worth there).
Shadow Hydra, were those supposed to be Destroyers (2 pts), in which case you actually control that system now, or are they actually Frigates (1 pt), in which case you have 4 more points to spend?
Also, just to check, you can build a station in any system that you have anything in. Having a Destroyer, a Small Station, or larger in a system lets you control it. If they are destroyed/scrapped, or the ship leaves, you lose control ( Big headache to manage, otherwise). Is this all correct?

Correct. But you get the 20 points for the system as long as you have a single ship of any size in it or has a greater power fleet in-system. (Having a station in system means you automatically have a greater powered fleet in system.0
Wait. So anything but a defense platform controls a system? That's a massive change to the rules, and I think it works better the way it is (although my empire would triple if we used this method
). And if two opposing fleets are in an unclaimed system, shouldn't they have to agree to let one of them have it (or split it), or destroy the other fleet to get it, not just get it by numerical superiority?

You can control it for one turn with anything, but you have to imediatly build a small station.
