I think an advanced, highly evolved species could perform intelligent design to create other species. Of course that's just my twisted opinion.

1) there is no such thing as intelligent design unless god is sadistic.
2) unintelligent design is MUCH MORE likely
3) humans have "intelligently" modified/designed microscopic life already (for medicinal purposes- ie insulin producing bacteria)
4) in the event of outside influence on the development of life, it's more likely a fluke or a flub (considering the creation of a lifeform that does really really really moronic things. WWII anyone? how about the holocaust? noobs on the internet? bills? taxes? evil govenment (totalitarianism)? stupid government (the bush admin in america)? hate? stupidity? the risk of disability, injury, or death to such frail bodies? murder? robery? crime for that matter?)
IMHO it's sorta #4 + evolution + misguided logic

God to them is some kind of omni-potent uber diety with command of anything.
To me god is a learning entity, able to err, but with entirely good intentions- capable of only manipulating the universe though an interface that is simply A - W - E - F - U - L in capitals with hypens. That's the best metaphore i could come up with without having to write several pages in explanation.
