Section Destruction Detection

Is there a way to trigger something by having another section be destroyed?
Best scene in a TV show ever:
"Problem with the transfer tube?"
"No, not really. It seems like every time I get into the tube, Mr. Garibaldi is there. It's like he knows."
"Talia, Mr. Garibaldi is many things, but he's not omniscient." [Garibaldi appears]

If I recall correctly there is a way, I think it was Starstruck who came up with it. Essentially it involved a very quick, slightly moving section which would stop when the section you want to check was destroyed. Its stopping would then be used to trigger whatever else.
Unfortunately, half an hour of searching has given me little in the way of results so I'm really just posting in the hopes that this will jog the memory of someone whose memory is better than mine.

I'm making helicopters that when their tale is destroyed, they spin out of control.
