My next bit of advice would be to uninstall the game entirely. Reinstall and change the value right off and see if it does anything. I know for a fact that that's the right value, as it worked wonders for me. If it still doesn't work, I'd wager (though not very much) it's a hardware problem. Get newest drivers, etc. Try a different mouse if you have one lying around.
Also: how do you find and subsequently use gems? I've yet to come across any.

Looks like it dosnt detect your mouse for some reason?
Maybe try adding 'Simple', ie. so that it looks like this:
CORE_MOUSE0=Simple

Sorry, I was unclear. I meant to refer to the "CORE_MOUSE_SPEED0" setting as opposed to the actual value associated with it.
