please note that this is very much a wip, will probably more or less continually update it over the next couple of days. If i make any big mistakes or have horrid grammar in any areas, please feel free to comment (re: abuse me) on it.
The Dark Star Alliance:
System of Government- the DSA operates in a way similar to a constitutional monarchy. The monarch, known as the Dictator (Currently Keira Taltos) will theoretically have their power passed down to their children upon their death, although due to the long life spans involved, this has only occurred once in the history of the DSA, and is not likely to happen again soon. The Dictator creates new laws proposals, which are then sent out to all home ships and home spheres within DSA territory (and sometimes outside during wartime situations).
All members of the DSA are implanted with the equivalent of a computer at birth which is “Keyed in” to either a Home Ship or Home Sphere at birth. Upon a proposed law reaching either a Home Ship or Sphere, the ships/spheres computers will send out a copy of the law to all those who are keyed in to it. After all votes are cast or a 48 hour period elapses (which allows members to essentially abstain from voting), the Ship/Sphere will return the votes to the Dictators Sphere, where the votes are tallied, and the law will either be created or not based on the consensus. The same methodology is used for treaties as well as declarations of war, although the dictator has the right to tell any ship or sphere to mobilize for war at any time.

Malloran (last name unknown, refered to as "Mr. Malloran)- Head of the weapons development program of the DSA, responsible for most reverse-engineering successes as well as the commander of the Proliferate Heavy Cruiser test vessel (a very new as well as VERY heavily armed/ armored retrofit of the Proliferate class). (Human)
Sethra Lavode- Officially a border patrol officer (uses a modified create), unofficially the one who will command the DSA's task force one (if it is ever needed). (Dragaeran)
Home Ships/ Spheres (please note that creates, although considered home ships, have a few differences, please see below)- The star ships/ star bases of the DSA, all Home Ships/Spheres are equipped at least with light weaponry, as well as with a central computer. These are where most citizens are born as well as where most will die. Every 5 years, all Ships reconvene at the Dictator’s Sphere for a general market/ dating service (inter ship marriages are encouraged so as to reduce the “pure-bred effect” (see golden retrievers for why that should be avoided), as well as a forum in which large trials (everything above petty theft) are judged by all those who wish to partake in a jury.
Creates: Originally used as a punishment for criminals, now the opportunity to operate a create is offered to those children who are born without a home, or find themselves unable to adjust to the starweb. They are given the option to become the one and only crew member of a create. The connection between creates and their crews is much deeper than other connections, resulting in the humans mind almost becoming the same as that of the ships. Although this allows for some of the most advanced piloting techniques known throughtout the universe, the human becomes inseperable from the ship, leaving the ship only to fetch food, and known to all those who see them as the walking dead. Reports indicate that of the 2,734 create pilots who have served since the first war , only 2 of them have chosen to place a vote on a single topic of discussion. As separate as they are from the rest of alliance, they are necessary to its survival.
Starweb Computers- the computer system implanted into all members upon either being born or joining the union. Allows all of those who are “keyed in” to the same central computer to be constantly in contact, as well as allowing for ftl communication between all of the Homes in the alliance. Unfortunately, however, all current computers are built simply by duplicating those from earlier; the understanding of this technology was lost in the first war. As well, allows for transmission of what one person sees/ knows to the dictator, who can choose to give it to all (for example, whenever a person learns a language, all others who are connected will learn it as well).
Scope- 1,791 Home Ships (as well as 431 operating under skeleton crews), and 22 Home spheres, as well as well as (although not officially recognized) control of 6 planets. All located within 3 solar systems within roughly 19 light years of each other.
Dominant Species- Dragareans.
Dragareans- Similar in most ways to humans (which they refer to themselves as, which has often resulted in some diplomatic problems) the major difference has caused quite a few problems. Although much taller than humans, they generally look similar. Dragareans do, however, age much slower than humans, at a rate of approximately 100 Dragareans years equaling only 1 Human year (Which, although it allows older Dragareans to become much more experienced in their area of expertise than most humans, it also results in a population that used to require hundreds of years to bounce back from casualties (see below for an explanation of the “used to”).
Other Intelligent Species- Currently there are no large groups other than Dragareans, although Homo sapiens are a growing minority. See both planets and late history for further detail.
Interstellar Travel- Cryogenic Sleep combined with ~.98c travel; however ftl engines from other groups are beginning to be purchased and reverse-engineered.
Military- Currently there is no official military, due to the unusual nature of the government all citizens can be called upon to serve at any time. However, due to the more advanced training that some citizens have received (as well as the more advanced armament of some Home Ships than others), a de facto military has been formed, consisting of roughly ~10% of all Home Ships and ~7% of the Population (the difference in percentages is due to the percent of the population who currently claim no Home Ship).
Although just beginning to make contact with other races, diplomatic procedures are underway, with tentative overtures being made towards the MRA and other similar factions.
