The Myrr Parliment has been colaborating with Emperor Amyadon over the issue of the Pax Galactica, and would like to put forward the following legislations:

Interplanetary Trade Agreement (ITA)
Quote:
1) All member nations' vessels of the IPKO are to carry IPKO-standard location transmitters during travel through other nations' space.
- Any vessel not carrying such a transmitter is to be considered not part of the IPKO, regardless of nation of origin.
- Any vessel may be searched at any time by the governing authorities of the sector though which the vessel travels.



2) All vessels must remain within trade routes and comply with armament regulations defined by the governing authorities of that sector, unless permission is given.
- Any vessel bearing illegal arms or traveling out of defined trade routes may be considered a threat and is at the hands of the sector authorities



3) The following items may be traded freely with any other IPKO nation:
- Non-halucinagenic, non-living medical supplies, equipment, and materials
- Non-radioactive, non-toxic precious metals, metals, composites, building materials, plastics, paper products, synthesized substances, and glass products.
- Plant and vegetable products
- Sterile organisms (unable to multiply)



4) The following items are to be resticted by IPKO nations:
- Radioactive, toxic, carcinogenic, halucinagenic, and hazardous materials
- Non-inspected or non-approved food and drugs
- Weapons of mass destruction, biological weapons, chemical weapons, nuclear devices, antimatter, singularity devices, and weapons capable of causing a damage radius larger than 1 mile.





Declaration of War Agreement (DWA)
Quote:
1) Any nations mutually declaring war are to be prevented from fighting within occupied space.
- Conflicting nations may be escorted to an defined unoccupied sector to battle without civilian casualties
- Any nation is free to carry out police activities within its own territory, with the assistance of neigboring nations if requested.
- Any nation attacking another nation's territory will be immediately banned from the IPKO, and the nation under attack may request and recieve assistance from any nation of the IPKO in removing the attackers.

The Myrr Parliment has left large amounts of space for amendments, changes, and additions, so feel free to add your thoughts. Mark changes in red.


OOC: I suggest we refer to legislations by 3-letter codes, sections, and subsections. So the refer to this line:

The Hoshi Teikoku representative stands up.
"While we agree that ITA-1 is fair, ITA-2 puts a damper on the ability of a nation to pursue free trade, and ITA-3 and 4 partially hamper the ability to comply with the Peaceful Trades Benefit ruling passed recently. As such, we vote against ITA. However, the DWA proposal seems like a fair and reasonable legislation. As such, we vote for the SWA."

The Myrr Emperor makes a few quick revisions to the document on his computer, after consulting his head of Parliment, and returns it to the IPKO with minor changes. He also requests that Teikoku clarify the issue reagaring IPA-2,3,4.

- Items in IPA-4,5 maybe moved, forbidden, or allowed on a per-basis level by majority vote of the IPKO.

Actually, technically, the Coaxus only have a representative at the IPKO in the interests of peace. They're not a formal member, as the earlier ITA would make a lot of their operating procedures pointless and they -hate- following guidelines made up by other nations. They are, after all, friggin' huge compared to most (approx 1k planets) but are/will be relatively stock balanced. Also their semi-organic ships and weaponry are fairly unique.

Only if you have ships to post. i haven't actually posted my MIA ships, but I will when SM3 is finalized.

OOC: Come on, people! This is a congress. If you don't like the legislation, make an amendment! Suggest a change! Be proactive members of your Galaxy instead of standing around and making comments about how you don't like it.

So what WOULD you people like in the legislation?????

The SIUS requests the following alterations to ITA-4-1 and ITA-4-3. Hallucigenics have been legalised for some time in the SIUS. Their use is restricted to those of legal age, and their trade and sale is strictly monitored to prevent abuse, but it is not banned. We suggest the ITA-4-1 be changed slightly, to make allowances for nations where such substances are legal.

Regarding ITA-4-3, SIUS Naval vessels makes extensive use of weaponry that could be classified as Weapons of Mass Destruction, including point-singularity projectors, which fire tennis-ball to basket-ball sized artificial black holes, as well as low-level anti-matter warheads and other weapons that have firepower in excess of several gigatons. As such, I request this law be amended to allow for authorised military vessels to pass through allied territory, without the need to disarm themselves if they carry powerful weaponry.

The MIA also carries such weaponry. However, for clarification, the items mentioned in ITA-4 are only banned from trade, not military vessels. Nations may make their own laws about foreign militaries in thier own space. The ME would merely like to prevent such materials from being traded, preventing their spread to the wrong hands or people without the necesary skills to use them properly.

As far as I see, these terms are acceptable... However... ITA-4 prevents us from selling the Decimator-Class Heavy Cannon used on a few ships, as the Cannon creates a flak field with a 1 mile diameter to deter fighters....

We still agree, however. I guess some ships along the "Fervour" line of VanTech will need to be re-armed... It's not our problem anyway.

I also say we ignore the Aliens and let the GUN fight them. We'll come in and flatten them if they try anything funny, yes? *Casts a glance at the SIUS representative*

*Whispers* Admiral, send a pulse message back to the Nexus. We'll need to relay the news.

The representative from the empire of iryia rises in his seat, addressing the IPKO,


"The Iryian Empire votes wholeheartedly in favor of this ITA, but would like to request a clarification on the definition of a WMD. This request is prompted due to the fact that several of our ships are outfitted with weapons we refer to as "Hammers of Ascension." These are powerful, longrange anti-monitor shock beamers have the capability of vaporizing unshielded craft. While their destruction radius is only a few hundred feet, they are undoubtably WMDs in the eyes of our citizens. Would these "Hammers" fall under IPKO WMD jurisdiction?"


OOC: Just so I don't get flamed, the Hammer in question is a modded 100 dmg shock beamer with, in most cases, a veeery long reload and 1 degree firing arc, usually mounted on a very slow-turning ship. It's not a complete uberwank weapon.
