As I understand it, the latter is correct. Detonation is anywhere between the target distance + and - the fuse variance.
So if your target is 900px away and the fuse variance is 50, the shot can explode anywhere between 850 to 950 px away. It could hit 900 exactly, it could hit 851, or 943, etc. etc.
