How do you give a custom bullet a glow effect? I got the graphic loaded up in paint.net and saved it as a .gif

I believe that you can't do that.
Although I think the bullets are additive, but I may be wrong on that. If they are then just draw the glow effect onto the bullet, just have it a black background
If not then your shit out of luck until the coders decide its a good idea to code into it.

Some bullets are additive (like blasters and proton guns), some aren't (any artillery or missile); I'd rather they all be toggleable and additive by default except missiles.

Even missiles should be toggle-able, what if we wanted to make a proton torpedo like in Star Wars? =P
But this is BSF its not going to happen until the next version of SM at the earliest.
