The Novians would rarely operate out side of fleet commands. The only scenario that would explain it would be if the commander was suffering from 'The Hunger', but in a fleet the size that your describing someone would have noticed his erratic behaviour and he would be replaced.

I have no idea what your on about but its clear that for some reason or another you wish to break the alliance. In your encounters, don't use other factions as catalysts unless you have a complete understanding of them.

Let me make this abundantly clear: If you wish to have another faction interact with yours in some manner in your faction's history, you must have permission from the owner of that faction. If they don't agree to it, then it never fucking happened, clear?

That's because there's nothing particularly horribad about the ship design. You've actually nailed down a solid look.
About the faction premise though, there is a problem in that they seem to lack a clearly defined role/character for these guys. The faction history is kinda rambling on and on about random minor events. Focus on the big stuff.
Also, 50mm and 70mm rounds are pathetic weaksauce.
(Also, capital letters! Use capitals only at the beginning of sentences, don't sprinkle them everywhere! Execptions: Names, the word 'I')
