Non-Sensor Intelligence Gathering

So we have one route of intel trade so far; Them. The Outsiders. Who will generally be trying to fuck everybody over and possibly get some poor schmuck to let them onto the main layer.

I'm wondering if we should incorporate other intelligence systems supported by actual game mechanics (intel points produced by bases/modules/whatever, and spent on intel projects ala SE4), or leave it up to rogue officers taking bribes/actual players recruited by one player to spy on another.

Thoughts?
