Maintenance is too hard to keep track of, so I just had a brilliant (and probably bad) idea for restricting ship counts;
Crews!
You need to train crews in order to man ships. Or more accurately you have facilities of some flavour that produce trained crews. They support a certain amount by default, and extras can be trained by making monetary investments.
Crews do not have any performance impact on a ship. You can't train better crews. They're just there to help keep a handle on fleet sizes. One crew is enough for one ship, maybe even the really big ones.

Seems sensible to me. No immediate or obvious problems with that leap out at me, and it prevents ship limitations from being entirely arbitrary. It's difficult to field a ship that you can't crew, after all.
