I'm wondering if we should either remove the "you can't colonize anything but the main planet" restriction*, or cut it down so the only thing in the sector is the planet, ala Sins of a Solar Empire. Then each cluster is actually a solar system. If we do this we can afford to have more systems and more sectors by making most of them host to uncolonizable objects like plasma storms or whatnot, and the star itself, and it cuts down on the work we need to do for combat, I think.

*We could abstract it up to the entire system being colonized but I think working that out would be more of a headache now... but managing more planets would be more of a headache later. I'm not a huge fan of arbitrarily restricting people to a single planet per system though.

Personally I favour option 1.
