The Order Issuing Process

Squishy and I tackled this issue, and we came up with a possible solution.

Simply put, each turn's orders are handled in 2 separate phases, in this order.

Turn Rollover: Repairs completed, completed ships roll out of their factories.

Phase 1:

1: Build orders issued.
2: Players give their inter-system movement orders.
3: Scan orders are given to fleets arriving in systems not owned by the fleet owner's faction.

Phase 2:

1: Fleets arrive in new systems. Players are given their scan results, and give in-system movement orders.
2: Battles are resolved.

Turn Ends.

This system lets people move, scan, build and attack all in one turn, and probably obsoletes Fleet Actions as you can regulate the number of actions you can take in each phase.
