What about a shotgun type weapon? It would fire a shell at the target, then the ammunitions would spread out in a shotgun fashion, causing damage to multipule sections.
Or just a close range weapon that fires a blast of ammuntions at the target.

Those are entierly reasonable ideas, but we're not going to put them in the default weapon selection. If people want to research that sort of thing when the game has started they will be free to.

isn't that pretty much what role the vulcan fills, except it doesn't fire all the rounds at once... and a space shotgun would be pretty unrealistic, but using autocannon submunitions you could get a similar effect

Let's just say that what you see in current tech terms is what I would quite happily describe as "low tech", in terms of how things will look later on in the game. There's no real "tech ceiling", but we won't let people rush up to all sorts of silly technobabble technology either. Take that as you will.
