Direct Music Performance Error

My main problem is that whenever I start up the game, it takes around 20 seconds to load then gives me an error along the lines of, "Failed to create Direct Music Performance". I am running Windows Vista and I'm fully aware that DirectMusic was deprecated on release of Vista. BUT, I have ran battleships forever on this system WITHOUT error before. And I have been searching for an answer to this problem ever since it reared it's ugly head. Some people would say simply turn off the sound, but every time the game tries to load the next sound there is a visible lag in the game, like it's shuttering. I've tried just about every solution that Google could give me, and now you guys are my last hope of getting this remedied. This happened maybe 5+ months ago, and I can't remember what I installed or what I did around that time that may have caused this pain in the arse.

I'm wondering if the game means DirectMusic or just Direct Music when it says that. As in it's trying to say it can't directly implement some music system.

I have also tried downloading game maker to see if that would fix the problem, but to no avail. Actually, I can't remember if I downloaded game maker before the problem, making this one of the viable suspects.

This is very stressful to have this wonderful game work flawlessly before and have it turn into utter chicken shit because of something I downloaded/did.

Edit: If nothing else, rename my sounds folder to, "soundsz," seems to have fixed my video shutter problem and removed the sounds from the game altogether.

I hesitate to ask so obvious a question, and forgive me if you already stated you did this, but have you tried reinstalling?

Yes, I have actually reinstalled BSF several times now. I even used ccleaner to wipe any remaining files.
I've even tried reinstalling the latest version of directx.

If you mean my entire system, no, I haven't done that and I'm trying not to. :S

I appreciate the response though.
