Error keeps game from starting. Intermittant

I don't understand what causes this error on startup. I can fix the game with a reinstall, but thats about it. What file is broken here?

This usually happens when the game for some reason cannot access the dlls. For example, if you have vista and UAC turned on, it might interfere.

Additionally, on Vista's UAC system, you'll be able to run the game on the same session (i.e. no rebooting) that you install the game but when you try again on another session, it won't work.

to fix that simply right click the shortcut or exe > properties > run as administrator
if you are administrator of course, else its a bit of a bum.
