An Orion has seven turrets. Four of those are huge and three standard Terran. And of course nine beams (AF, slashing, big green, three of each).

In Freespace I has five huge turrets and eleven standard turrets but no beams since they weren't developed yet.

And I think that only a handful Orions have flak guns in FS2, making them easy prey for any bold bomber pilots that get in close before firing.
Talking of metagame Bombers: A small ship in 2D is worthless. I don't say a word of AI-They all move in one line. Making Any beam able to blast 10-15 of them in a row. And its "Deviation" is only a plus as it allows it to blast even more.(in case it starts "rotating" to the "needed" side.)
Although I have to admit Arcalane is right, and It's very like FS2.
After playing with the updated weapons, threat costs for beams (except SBE) and the new EPC are too high IMO. 25 TC for LBEs, 50 for MBEs and 100 for HBEs seems like a good amount.
EDIT: Perhaps 75 TC for EPCs. Else they need a faster reload or more damage.

Using the THLC as a basis for what a 50TR weapon should be, Water and Wind's TR suggestions for the three beam weapons are a close indication of their value.
Realism, seriously? It's a space ship game. Realism was thrown out the window a long time ago.
My concern is then that we'd start seeing a lot of beam-heavy warships designed to basically "alpha strike" their opponents off the map with a large opening volley, thereby nullifying the longer reload times.
We're not running a tournament here, so if someone abuses the system (like putting the max number of every type of beam on their ship) just don't approve their ship or say their power grid can't handle all the weaponry.
Besides, only the really small ships and strikecraft get alpha-striked, from experience. The current beams aren't that powerful. In fact, a ship with heavy beams and not much else (like a Sathanas sans fighters) could be interesting.

Which is basically what the Threat Cost represents anyway, in a round-about fashion.
