Nano matrix testing- possible addendum to guide?

Okay... so i was working on some NM modules so that my first post in the forums could be my partially completed fleet with some special mechanics on how they fight (for one, significantly less hp, and high repair rates with fairly good PD force the ships into fast paced short range slugfights, or at least against ships of the same class :P). After FINALLY figuring out how to mod repairrate- i entered a cost of 1, a regen of .25, and a repair rate of .5, with max energy of 100. Assuming regular FPS, this would be a regen rate of 7.5 points (%ingame) per second, repair rate of 15 hit points per second, and at full speed a cost of 15 points per second.

Ok... first thing i noticed when i placed the ship- The energy regen was horribly slow. i counted it using "onemillionandone" style as i didnt have a watch nearby, and it came out to about 2-3 (2.5) per second at a regular framrate. Ok, i spawn the damage tester i made, 50 damage, 4 second reload, and just watch. The repairrate is normal, at 15 points per second, finishing repairs just half a second before the second bolt hits. When it finally runs out of energy, burning energy very slowly(only about 10-15% per hit, it should've used 25%), less then the 1% per point it should've been, it runs at normal regen rate- 7 per second.

Anyone have any insight on what the figures for a NM actually mean? They don't fit the module guide as i showed above. If this isn't the right forum for this, please move it to the custom ships forum then. If it was already posted, could you please point me to where at as i havn't seen it in any of the stickied discussion threads.
