As long as you can't do, say... 2-1 (or get close to being able to do that)? it should be fine, as those ships are more approximates than anything, and if you want to have some of your ships be stronger and/ or weaker than those in the download, that's perfectly fine. Just don't make the power difference TOO big ;)
Also, looking good. And shame about the broadside AI, that seems to be a relatively common problem unfortunately (I've seen some ships that work fine with it, and others that... don't...)

It seems like broadsiding works when the ship is moving towards its target, and usually when its holding position. But if it starts trying to move away to any considerable distance, it turns straight.

The broadside AI seems to have everything to do with the 'size bubble' of the ships involved.

When a ship first detects an enemy, the sizes are compared and the largest ship (here largest means whoever has the greatest diameter bubble from the shipmaker) will use the broadside AI properly. The smaller ship will use a standard AI. It will not switch to a broadside AI if it later latches on to a smaller ship than itself unfortunately.

If small vangard ships are in the battlefleets..they are usually faster and engage sooner than the bigger ships, at this point the two fleets' big ships using broadside AI's will usually perform fine for the rest of the battle since they detect the small ships first.

I'm gonna need some good PD to fight against that beast of a torpedo.
I presume it's low-damage, so it works well as anti-capital weaponry. (and also pretty good against large numbers of fighters)

Oh, and question: can we mod weapon/module health to be comparable to section hp, and if not, around where should the limit be?

I don't care. :) Whatever you think is fair.
Personally, I would definitely set it on the high side (as splash weapons are going to be a HUGE problem otherwise)

Can we gat a better pic of the Sword of the Stars? The one you posted is hard to see (the colors are too dark) and is rather pixelated.

To balance? um... just try and make it roughly as strong as the Wrath of the Wind (if this is a frontline battleship) or Wrath of the Storm, for more of a support role.

Ok. Balancing to the WOTW, it wins but loses about 3/4 it's sections and most of it's arnament. Download added on my post. Be reminded, it looks different from the picture.

It's slow moving and fairly easy to intecept. At long range, a ship should be able to outmaneuvre it. It's moderate damage, against low core HP ships it would pose a problem, and sustained hits could destroy weaponry. But with decent pd, it shouldn't be anything to worry about.
