To turn off UAC, go to Control Panel>User Accounts>Turn User Account Control on or off
Don't do that - you are turning off system-wide security and you don't need to. Just go to Properties of the .exe file and under the compatibility tab check the box that says "Run as administrator". It worked for me.
"Vista has detected that you are trying to run an .exe file. Would you like to allow this .exe file to run? I know you just double clicked on it, but are you SURE you want to run it? Really? Are you administrator? Only administrators are allowed to run .exe files, you know. I can't let you do that, Dave."

Yeah I was noticing this earlier. It seems to be related to the seventh core (diagonal base) but it may just be an ordering bug that's totally unrelated. I know in at least one case, scrolling up on the weapon editor from the blaster caused it. When I scrolled up again (to the Missile Launcher) then back down, it skipped the core and went to the blaster. Up from the blaster and it went back to the missile launcher, as if the blue core never existed as a menu option.
