REAlly stupid person needs help!
How do i use or open a .rar file and what is it?
I just Came to enjoy the sites! <(^.^)>
I do have my dignity, its just in a box somewhere in the north atlantic sea...

A .rar file is just another archive format. Since it's proprietary, you'll need a third-party program to deal with it. Winrar is the one actually designed for it, and has a thirty day free trial that never actually bothers to make you buy the program. 7Zip is an open-source option that can unpack but not create .rar archives, but has a bit less hassle involved. There are others, but those are the common ones used on Windows that I know of.
In the future please use this wonderful tool called http://google.com since giving it the search parameter ".rar file" tells you just about everything you need to know pretty much immediately, and saves others a lot of trouble.

Dat Viymese, please try asking Google instead of the forums for questions such as this. It saves us time, you get your answer faster in many cases, and the answer might be better than what we can provide. Also, it saves you some dignity.

Okay new question
What do i use to create my own custom spirites?
Because Msnpaint.exe won't work on its own and the BSM won't open them correctly what am i doing wrong?

No, but the name is SM. Ship Maker. You could lengthen it to Battleships Forever Ship Maker (BFSM) But it's not called Battleship maker. If you check on the shortcuts in your launch menu, it should show it as BF ship maker. So no, we have no idea what BSM is.
It's not my fault I can't take your post seriously.
