Project of Aces- Diplomacy (Turn 2)

The story
The galaxy lies in shatters. For some unknown reason, the inner ring of the galaxy has collapsed. Ruins now stretch across planets once teeming with human life. All communication has gone silent. The only area unaffected: The Outer Ring.
Now, as an investor or a rich businessman or business woman, you see this as an opportunity. The old government is gone, and by placing your currency in the right corporation or leader, you'll indirectly shape the outer ring for the good of the many, or the pleasure of few.

Gameplay
How to play:
Well, you as a money holder in the outer rim can choose to donate up to 300 Outer Rim Credits (subject to change) to any entity you choose. You may also split your donations to the nearest 50 credits. So, for example, you can donate 100 ORC's to ace1 and 200 ORC's to ace2. All donations are confidential, and are only listed in this thread for me to keep track of it all.
Being that having the gold makes you make the rules, your opinions and advice will not go unheard. You may influence each leader to a certain extent by PMing me in this format.

Advice in quotes, because this is a diplomacy game, and players are allowed to play both sides of the coin.
Example:
Keep in mind, doing this can ruin your standing with each faction, and make your advice less credible to some aces.
Oh, yeah, feel free to conspire with other players. It IS diplomacy, after all.
To plunge the Outer Rim into Chaos or help construct a benevolent empire: It's up to you.
Next up is the economics, players don't get to build their own ships, only advise each leader on which ships to build, but players must be aware of the economic system to spend give their credits effectively.
Economics
Building a ship costs credits and resources! Shocker! here is a baseline table for the cost of ships:
The cost of the tier of weapons will be ADDED to the total cost of the ship:

The amount of weapons allowed on one ship is determined by it's class.
