A name and a callsign.
If you just want me to start, I'll just pick a name, and start writing. If you let me pick the name, it will be Heinrich "Lazarus" Epstein, since that's my favorite of the names presented so far.
Anything else relating to "character creation" will be handled ICly via the choice system.

Sure.
Option One: You would, by default, start off as a member of TFHQ. You would follow the main stoyline, but doing things that the player doesn't. I.E. You would go with Chrerenkov on his first time meeting Nagaya. You'd go with Hong when he needs to secure the Conversion Bomb. There'd be times when you'd intersect with the player, like in Mission 8, but otherwise you'd be off "doing your own thing". At the end of the campaign, I'd start weaving my own story, and you guys get a bit more freedom as to what you want to do. Option One presumes that you're staying with Fleet HQ for the duration of the game campaign. After that, you're pretty much free to do whatever.
Option Two: This skips the campaign start and goes right into original content. It'd be set about a month or so after the campaign (or mission 8, anyways.) and you'd have the freedom to start between a few different factions, and wouldn't be "tied down" by the need to adhere to the campaign at the beginning.
Option One will eventually become Option Two in a manner of speaking, but there's slight differences. Like, I'm guessing that an Option One chaarcter would stay with TFHQ for the entire duration. Whereas an Option Two might opt to be a merc and do missions for various factions, or become a pirate, or whatever.
