The Myrr Empire and the Hoshi Teikoku Empire are both welcomed into IPKO. I would like to take this moment to say that members of the Galactic UN are not welcome to join IPKO. As previously stated, the SIUS percieves them to be a genuine threat to galactic stability, and would sooner classify them as a terrorist group than a legitimate legal authority (though they have not done so, yet).

We regret to inform the Midgardians that their request for entrance into IPKO has been rejected, currently. If they wish to join IPKO, they will need to review their diplomatic policies, and realise that rule-by-force is a barbaric way of dealing with things.

We also welcome the Nexian Alliance, though we would like to inform them that Orbital Bombardment is only to be used as a last resort, or possibly as a deterent response to terroristic actions against memberworlds of IPKO.

The VA puts the 3rd, 4th, 5th, 7th and 10th battlegroup at the disposal of the IPKO.
The other 5 battlegroups will not participate in any peacekeeping operation as they are assigned with the defenses of our world.
Note that the VA will withdraw our forces if we deem any operation uncalled or unacceptable, as unlikely as it may be.

I also advise other member of the IPKO to be wary. With the growth of the IPKO we have now become a power that can rival the GUN so we must thread carefully to avoid a cold war between the two organizations.

President and CEO of the SIUS, and Chancellor of IPKO, Aradel Seraphim, has today proposed the following legislation for members to vote on. He would like to also make note of the fact that member nations can submit legislation for review, which can then be put to a vote:

The first the "Peaceful Trades Benefits" draft, is a draft that would encourage the trade of non-military technologies, primarily medical technologies and other medical data. Obviously we won't force member worlds to do so, but this draft would offer trade benefits for those who would do so.

The second draft, the "Biochemical Restrictions" draft, is regarding the use of Chemical and Biological Weapons. SIUS proposes that the usage of all chemical and biological weapons be forbidden, with the except of a single Bioweapon, the Ouroboros142, an engineered retro-virus that is capable of rendering all life on a planet's surface sterile within as little as five days, leaving them completely incapable of reproduction in any way, even through artificial means. This virus is engineered so it will begin to destroy itself a week after its initial deployment, making the planet safe for others afterwards. This weapon would only be used in situations where Orbital Bombardment is authorised, but a more humane and less destructive deterent is desired.

The Nexus Alliance agrees to the Peaceful Trades Benefits draft but we will not be selling the FluxGen. On the second draft, we support it fully and are currently locking all of our superviruses and weaponized weapons EXCEPT the Stun Spore, which we shall dumb down to have the effect last 6 hours instead of 3 days.

The VA votes YES for the Trade Benefits.

We vote NO to the "Biochemical Restrictions" draft.
The Ouroboros142 should not be allowed.

The worst bio agent we would allow would be super-infectious cold. It would really incapacitate the populace for a while, create chaos (due to unprecedented demands for medicine) and generally be a real nausiance without being lethal or altering DNA.

"We fully support the Peaceful Trades Benefits draft, and will begin sending copies of our non-military technologies out to fellow IPKO members. However, our planetary invasion military technology relies heavily on a specialized spore which eats most typical forms of atmosphere and outputs a highly toxic gas which our citizens can breathe. We feel that this is not inhumane as the gas stops typical respiratory systems within one hour. This is not saying that we would go against the wishes of the IPKO, but it would in the short term affect our military strength significantly"

Ein Imperium would like to propose an amendment to the Biochemical Restrictions draft, replacing all mention of the Ouroboros 142 weapon with one we call 'Stoned World', which consists of a genetically-engineered strain of the Streptococcus bacteria. These bacteria have had their toxin-generating capability altered to produce large quantities of the chemical Delta-9 Tetrahydrocannabinol. They've also been engineered to die rapidly with application of common disinfectants such as alcohol or hydrogen peroxide and for minimum lethality on their own. The bacteria can be airdropped in the spore form and take effect within five days.

We've tested this weapon ourselves; it works wonders across a broad spectrum of species. We also have options for psilocin/psilocybin and lysergic acid diethylamide.


EDIT: After conferring with the SIUS on the nature of Ouroboros, the Ein Imperium votes yes on both the Peaceful Trades Benefits and Biochemical Weapons drafts. We hope our medical technology can be used to save lives.

The Vaynar Alliance urges the IPKO to act regarding the alien menace. They are already attacking the Schkrin and in great numbers.
As you know this is not far from VA's borders so we might very well be next target.
Our FBF3000 canon is currently the only weapon with proven effectiveness against them, but we only have 2 working ship with it, with more on the way. It is imperative that the aliens are stalled.

for this reason we are contemplating sending the majority of our entire armada to aid the Schkin and we hope you'll do the same.

The Iryian Empire votes yes to both propositions, and will immediately begin sending off its limited technologies in the field of medicine. We would like to note, however, that while we do not vote against the use of biochemical weapons, our nation will abstain from their use should the need arise, as it is seen as blatantly unethical in our culture. We prefer to fight where our enemies are given the right to defend themselves, but respect your "less destructive" approach to glassing a world.

The Myrr Empire votes yes to the trade agreement, but would like to amend the Biochemical Restrictions legislation to use a form of virus that spreads rapidly and weakens most forms of oxygen-based life, but will cause no lasting harm and merely makes it impossible for the planet to pose a real threat. We cans end small smaples of Veldius-K3 to anyone seeking more imformation on the virus.

The Myrr Empire would also like to mention that it will aid, via medical supplies and technology, any vessel entering Sector Epsilon. Our medical capabilities are extremely advanced due to the necessities of constant space travel (there are only 3 planets in the Myrr Empire), and are free to any who need them, within reason (short of healing an entire planet).

The MIA withdraws all affiliation with the GUN.

The Grand Commonwealth of Her Majesty the Queen Theophanu's star Systems and Allied Conglomerates wishes to praise the IPKO for it's actions in sustaining stability in this violent period.

While full conglomeration of the Commonwealth into the IPKO is currently out of the question, our Economic Development Scheme Wing Le Conseil Militaire Et Economique headed by our French conglomerate nation would be pleased to initiate in trade between our nations via Commonwealth merchant stations along the Abbey Chain.

If such activities would benefit our relationship then Her Majesty feels that trading should be organized as quickly as possible.

There are enough votes for the SIUS to pass both into law, although the following clarification is made to the "Biochemical Restrictions" draft:
Lethal biological and chemical weapons are banned. Any which induce pain or mutations of any sort are likewise banned. Only non-lethal, painless bioweapons may be used under this law, and most of which could only be used under strict circumstances which will be further clarified at a later date.

As to the request of the Vaynar Alliance, regarding the so called"Alien Menace's" alleged attacks on the Schkrin, there is enough evidence to bring us to consider acting in this matter. Shall the SIUS choose to intervene, our response will be swift and decisive, and the Alien threat shall not know what hit it.

Regarding the offer of the Coaxus Combine, we would be very interested in seeing the sort of medical technologies and science you possess, as well as the sorts of non-lethal and humane bioweapons that you might be able to provide.
