Would the IPKO agree to the following definition of a WMD?
Any weapon capable of irradiating, infecting, or poisoning a living organism, any weapon capable of 20+ megatons of explosive power, able to wipe out a city, or able to make a planet/continent unihabitable/nonexistant.

In that case, communications equipment might fall into the WMD category. Microwave towers will fry anyone who is in the line of sight.

They will . . . ? You should probably have better tech than microwave, anyway.

Besides, it said "weapons".

You don't really have to worry about getting fried unless you're standing in front of one, they have narrow beams and are on high towers on purpose.

And hell, even lasers technically "irridate" their targets.

With RADIOACTIVITY, man. Like nuclear weapons. Alpha and Beta particles, and Gamma waves.

You could make a laser out of gamma waves.

Legal limbo! How low can you go? I'll stop now.

He's right. They're called Grasers, IIRC. Much like a Maser is a microwave-laser.

Mmmmmkay, I still don't see how this is a problem. The agreement only prohibits the trade of WMDs.

Are you illegally shipping Grasers to the Ceorcians, eh?

The Coaxus representative looks concerned and holds one hand to the side of it's head, muttering occasionally as if holding a conversation with some unseen entity.

"The Combine will... consssider your requessst. However, firssst we mussst learn what you desssire from usss, and what you are willing to give in exchange."

Message Incoming:
Sender: IPL-353-6650 (Registered to Gigantes ship Endurance)
Subject: IPKO

The Gigantes (read here:http://www.wyrdysm.com/phpBB2/viewtopic ... 9293#29293)
would be interested in joining the IPKO, save for the compulsory military service. As of now, the Gigantes do not have a significant military. The current fleet consists of 5-Jurisdiction-class Battleships, and several smaller-class ships, such as fighters and cruisers.
However, where the Gigantes may be useful is civilian support, our ships are mostly used for storage of material and personnel. We are capable of carrying massive amounts of people at once, an important task in an evacuation.

And, should any planet be found, we are still seeking a homeworld.

The Gigantes is welcomed.

[Edit:] The Myrr Empire wuld happily provide a suitable planet . . . but in our entire sector, there are only 3 inhabitable planets (all of which are occupied). 87% of the populous lives on space colonies and stations of some sort, or has a permanent position in the vast Myrr Imperial Armada.

The Gigantes Fleet, would gladly accept, but the planets have been surveyed and do not meet our parameters.

OOC: I wasn't offering . . . All 3 planets are already heavily populated.
