Galactic UN In-Camera policy discussions thread

Ok, like the real UN, we're gonna have sessions closed to outsiders for discussing sensitive issues. This is members only. Outsiders are not suppose to see this, so do your RP as if you haven't seen the discussions here.

I think that the Planetary Bombardment Restriction discussions and the Attack on Coercia ought to be moved here.

Additionally, I propose that 51% of members must agree on an issue before it can be passed.

The Commonwealth does go for the Orbital Bombardment Limitation Treaty, we take planets the hard way, by facing the enemy on the ground, not pulverizing them into a pulp from space. We also want to invade Coercia, this Communist threat must be destroyed!

the Schkrin Confederation will not support any government that uses weapons of mass destruction in civilian populated area.

any aggressive action taken against civilians will be viewed as a violation of human rights.


We move to accept the following proposals in regards to the treatment of civilians in a military hot zone:

noncombatants, members of armed forces who have laid down their arms, and combatants who are hors de combat (out of the fight) due to wounds, detention, or any other cause shall in all circumstances be treated humanely, with the following prohibitions:

(a) violence to life and person, in particular murder of all kinds, mutilation, cruel treatment and torture;
(b) taking of hostages;
(c) outrages upon personal dignity, in particular humiliating and degrading treatment
(d) the passing of sentences and the carrying out of executions without previous judgment pronounced by a regularly constituted court, affording all the judicial guarantees which are recognized as indispensable by civilized peoples.

The Use of any weaponry that indiscriminately effects both Civilian and military installations to be banned for use in an area where noncombatants would be effected.
This would include but not be limited to:

*radiation weaponry
*biological Weaponry
*nuclear weaponry
*Broad area bombardment, either from artillery, aircraft, ships at sea or orbital weaponry

The use of any weapon of this manor in a civilian populated area is to be seen as a direct violation of this treaty.

Any Party to the conflict may, either direct or through a neutral State or some humanitarian organization, propose to the adverse Party to establish, in the regions where fighting is taking place, neutralized zones intended to shelter from the effects of war the following persons, without distinction:

* wounded and sick combatants or non-combatants;
* civilian persons who take no part in hostilities, and who, while they reside in the zones, perform no work of a military character.

When the Parties concerned have agreed upon the geographical position, administration, food supply and supervision of the proposed neutralized zone, a written agreement shall be concluded and signed by the representatives of the Parties to the conflict. The agreement shall fix the beginning and the duration of the neutralization of the zone.

Civilian hospitals organized to give care to the wounded and sick, the infirm and maternity cases, may in no circumstances be the object of attack but shall at all times be respected and protected by the Parties to the conflict.

States which are Parties to a conflict shall provide all civilian hospitals with certificates showing that they are civilian hospitals and that the buildings which they occupy are not used for any purpose which would deprive these hospitals of protection.

Civilian hospitals shall be marked by means of the emblem provided for in Article 38 of the Geneva Convention for the Amelioration of the Condition of the Wounded and Sick in Armed Forces in the Field of 12 August 1949, but only if so authorized by the State.

The Parties to the conflict shall, in so far as military considerations permit, take the necessary steps to make the distinctive emblems indicating civilian hospitals clearly visible to the enemy land, air and naval forces in order to obviate the possibility of any hostile action.

In view of the dangers to which hospitals may be exposed by being close to military objectives, it is recommended that such hospitals be situated as far as possible from such objectives.

The protection to which civilian hospitals are entitled shall not cease unless they are used to commit, outside their humanitarian duties, acts harmful to the enemy. Protection may, however, cease only after due warning has been given, naming, in all appropriate cases, a reasonable time limit and after such warning has remained unheeded.

The fact that sick or wounded members of the armed forces are nursed in these hospitals, or the presence of small arms and ammunition taken from such combatants and not yet been handed to the proper service, shall not be considered to be acts harmful to the enemy.

The Schkrin Confederation Makes the following proposal in regards to the actions of the Communist Hegemony of Coercia

The state of Coercia shall be allowed to exist as an independent body free from outside attack until such time as they take action against any nation member or not.

We move for the following sanctions be placed on the nation of Coercia:

*A complete trade stop on all trade in and out of Coercia by member nations
*A force of ships shall be placed on the border of Coercian space and will monitor for military activity within the state.


If Coercia does take military action against any other nation regardless of status, they will be considered hostile and a coalition of member states will mount a joint attack on the Coercia and shut down their military operations as well as removing their current leader and possibly disbanding the government and replacing it with a provisional democratic government.

Any damage done to neutral installations on Coercia will be granted funds for repair and reconstruction.

the telsians do not agree to the orbital bombardment treaty because it is assuming too much.

a) it is assuming that the enemy has no ecm packages or jammers
b) it is assuming that the bombardment weapons are perfectly calibrated.
c) it dosnt take into account that after the battle to secure orbit, there are bits of debris floating around that could alter the course of missles.

to sum up, it dosnt take into effect murphey's law

NE agrees with Telsian, withdrawn votes and will vote with Telsians on Orbital Bombardment Limitation issue and future revisions..

Ananke is against invasion:

We propose to keep a peacekeeping force on station around Coercia. We don't want to invade.

what if our only hope for peace is an invasion? defensive warfare could go on for far too long, where as an in vasion of their border worlds would result in reducing there military effectivness in that region

Only thing that I would accept is destruction of orbital military installations. After a 2 hour warning.

We could send covert op agents, and hire collaborators to sabotage their supply line. Also, we should already be sending agents to track their fleet movements by now. If possible, we should frame these acts upon the neighboring Perimetre, so to agitate the existing Coercia-Perimtre border conflict, and causing Coercia to divert forces away from out border.

Assassination operations against key enemy political, military, and economoic personell should be initiated if UN members can accept it morally. The United States does plenty of that.

Kind of against that cause civilians would be hurt.

I suggest long range low-damge plasma and lanclet bombard on their fleet. Would do a world of good disarming their fleet.

listen if we are at war, civillians will be hurt anyways. thta's why we don't like war.

covert-ops would at least give us an edge on them. agitating an existing tension may result in a new ally.

plus, other than also being bad-ass, spies and secret agents will enable us to target only political and military leaders. i vote YES to bot of these options
