That's a ridiculous amount of deflectors. Damn right it's got a lot of deflectors! Honestly though, you can divide that number in half due to the ablative armor. The spiny nature of the ship also means that a lot of pieces are exposed, and thus more deflectors are needed. It's really not as many as...

I've found that on sandbox, whenever an AI ship goes into hull shock (enemy or ally), it immediately retreats straight backwards as fast as it can.
