Why not start a kickstarter campaign?

How much does it need to build BSF 2 on a more modern game engine?

I think Kickstarter is a great way to both build popularity and funding required.
I lack the programing ability otherwise I would dive into game making!

Majority game problem with new Vista PC is when people forgot to install DirectX 9 runtime, which is not installed by default for Vista.

Check your other processes using the task manager. Perhaps your antivirus is running scans. Perhaps a crashed application is using much CPU cycles.
